Claude Code, Cursor, and GitHub Copilot each read a different instruction file by default, and AGENTS.md (the emerging cross-tool standard Claude Code itself started reading as a fallback on 2026-09-18) only closes that gap if you know its sharpest trap: Claude Code never reads AGENTS.md at all once a CLAUDE.md exists in the project, and the two files are never merged.
